DENY any access except VIEW access - Admin permitted anythingeverything

$mode - 'VIEW', 'CHANGE', 'CREATE', etc. (defaults to VIEW)

$cUID - Canonical user id (defaults to current user)
Check if the user has the given mode of access to the topic. This call
