Question: Does CSTK - 03 include directly admitted transfers (that bypass ED?)

For CSTK - 3, the Performance Measurement Implementation Guide states "Denominator Statement: SAH and ICH stroke patients who arrive at this hospital emergency department(ED). Does this mean that CSTK - 3 is measured only on patients coming to the ED of our hospital and not on any transfers directly admitted to an ICU?)

Answer:

Patients directly admitted to your hospital are also included in the CSTK-03. Please refer to the CSTK-03 algorithm flow diagram that follows the Measure Information Form in the PMIG. Most patients likely arrive through the ED; however, the data element "Direct Admission" follows "ED Patient" in the measure flow logic, so that patients who arrive and go directly to the OR, interventional suite, ICU, etc. are still included in the measure denominator. The data element "direct Admission" is also used in the CSTK-01 measure. Patients directly admitted to your hospital are NOT excluded from either measure.
