Question: Sampling when both STK and CSTK are collected by a HCO

If a hospital is using a vendor to sample their cases and are reporting for both measure sets (i.e., STK core and CSTK how should the sample(s) be selected? If the CSTK sampling requirements are followed, will the sample satisfy STK as well.

It would be easier if the population size tiers were more in line between the two measure sets. The 15-75 for STK and 15-70 for CSTK differs from a minimum requirement of 15 to 14, etc. Some of our customers may use a combination of Get With The Guidelines速 Stroke + STK + CSTK in our system and will want to sample.)

There are different sampling methodologies for STK core and CSTK. In the CSTK measure set, the denominator changes from measure to measure. CSTK is comprised of 3 distinct subpopulations: ischemic without procedure, ischemic with procedure, and hemorrhagic. There are different sample size requirements for each stoke subpopulation which is then applied to specific measures in the CSTK set. If only the STK core sample is used, the minimum sample size requirements for the CSTK sub-populations will most likely not be met.

We suggest that healthcare organizations collecting both CSTK and STK data start with the CSTK subpopulations first and select the appropriate samples for each subpopulation using the methodology detailed in the CSTK Performance Measurement Implementation Guide. The sample for STK can be randomly selected from the CSTK subpopulation samples collectively.

Also, sampling is an optional and not a requirement. More cases than the minimum required sample size may be reviewed. It may be simpler to pull the CSTK subpopulation samples and then just use those cases for STK. 100% review is also acceptable.
